The NIC Configuration appears to Revert back to DHCP

IN REFERNCE TO THE SUPPORT CALL with DELL
PROBLEM IS NOW RESOLVED
PROBLEM DESCRIBED:
THE USER INTERFACE ON THE NETWORK CARD DOES NOT SHOW THAT WE HAVE ASSIGNED A STATIC IP ADDRESS AND AT SOME POINTS IN TROUBLESHOOTING IT WOULD NOT EVEN PICK UP A NETWORK CARD ADDRESS AND EVEN AT ONE POINT IT HAD TWO IP ADDRESSES ASSIGNED TO THE SAME NETWORK CARD.
PROBLEM RESOLUTION FOUND ON DAY 7 by a Dell representative:
The Issue:
a. A static IP address is set, but the NIC shows “Obtain an IP address automatically.”
b. Running IPConfig /All shows the static IP address.
c. The Registry shows the static configuration under HKLM\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters\Interfaces\{GUID}
What to do:
a. Remove the bad configuration from the Registry.
How to do it:
a. Start à Run à RegEdit
b. Navigate to: HKEY_LOCAL_MACHINE \SYSTEM\CurrentControlSet\Control\Network
c. Delete the Config key

d. Click Yes to delete the key.
e. Open Network Connections
f. Right-Click Local Area Connection
g. Select Properties

h. Click OK

Note: This process rewrites the Config key without requiring a reboot.

Note: I also rebooted the machine and it stuck
Note: THIS PROCEDURE DOES NOT REPORT FOR WINDOW SERVER 2008 but it works for WINDOWS SERVER 2008 32 bit
DAY ONE: other things I did to try and correct the problem
TROUBLESHOOTING STEPS:
1>I REMOVED THE DRIVER (REBOOTED) REINSTALLED NEWER DRIVER DELL RECOMMENDED
2>PERFORMED THE STEPS IN THE BELOW PROCEDURES (WITH THE EXCEPTION OF THE MICROSOFT ARTICLE)
THE MICROSOFT ARTIBLE WAS NOT RELAVENT TO WINDOWS 2008 ANYWAYS.
SOME OF THE STEPS IN THE ARTICLE BELOW(STEP 7A,7B) DID NOT APPLY OR I REMOVED THE
B06ND REFERENCES
3>REINSTALLED THE SOFTWARE AGAIN
4>I TRIED A NEW NETWORK CABLE
5>PLUGGED THE SERVER INTO A DIFFERENT SWITCH TOTALLY
6>TRY THE NETWORK CABLE ON ALL 4 ADAPTERS
7>CHANGED THE IP ADDRESS OF THE SERVER FROM 192.9.200.243 TO 192.9.200.239
8>ENSURED OUR IP ADDRESSES IN DHCP WERE CORRECTLY LEASEED AND RESERVED
(REMOVED .243 FROM OUR RESERVATIONS AND REPLACED IT WITH .239)
SO BACK TO SQUARE ONE PLUS .///
BUT ONE BETTER..
****THE SERVER SEEMS TO BE HOLDING THE IP ADDRESS IF WE USE IPCONFIG /ALL
**** I EVEN REBOOTED AND IT SEEMED TO STILL MAINTAIN THE IP ADDRESS
**** HMMM THIS PROBLEM SEEMS VERY SIMILAR TO OUR DESKTOP COMPUTERS
SOMETHING WHICH WAS NOT TRIED
ONE POTENTIAL SOLUTION WOULD BE TO GET A WHOLE BRAND NEW NETWORK CARD AND
DISABLE THESE CARDS.
WHY DO I SUGGEST THIS? ABOUT 2 YEARS AGO, WE BOUGHT A BUNCH OF DELL COMPUTERS
WITH THE BROADCOM CARD. THE KEPT ON DROPPING NETWORK CONNECTIONS (THIS
CARD WAS A ONBOARD CARD). THE ONLY FIX FOR THESE COMPUTERS WAS TOO
PURCHASE A INDIVIDUAL NETWORK CARD WHICH WE PLUGGED INTO THE PCI SLOTS.
THIS IS WHAT EVENTUALLY FIXED THE PROBLEM.
